paypal?

has anyone else noticed that Paypals currency converter always fucks you by 2cents but when you have american money in your account they make the US dollar higher then what it really is

I have 470.33 USD in my account and Paypal is saying it's worth 576.42$ CAD but if you go on www.xe.com/ucc it says I should have 590.91$CAD, I've also noticed that when I pay for something if our dollar is at 80cents they'll charge me for 78cents, I contacted them about this and they're excuse was the exchange rate is for the big banks not us
